A new home is one of the largest investments most Sydney homeowners will make, and the decisions made before work begins will shape the budget, programme and finished result. This guide to new build process explains what happens from the first site discussion through to handover, with a focus on the approvals, documentation and quality controls that protect your project.

A well-managed new build should not feel like a series of disconnected trades and surprise costs. It should follow a clear sequence: establish what the site can support, develop a buildable design, obtain the right approvals, confirm the scope and contract, then build under proper supervision. Each stage reduces uncertainty in the next.

Start with the site, budget and brief

Every new build begins with the block. Before committing to a design, assess the site’s dimensions, slope, access, orientation, drainage, existing services and neighbouring properties. A narrow inner-city block, a steep site or land affected by bushfire, flooding or heritage controls may need specialist input and a more detailed budget allowance.

Your brief should cover more than the number of bedrooms and bathrooms. Consider how your household will use the home over the next five to 10 years. Storage, natural light, privacy, home office space, indoor-outdoor connection, parking, accessibility and future flexibility all affect the layout. A good brief also identifies non-negotiables and areas where you are prepared to compromise if costs need adjusting.

Budget conversations need to be realistic early. The construction cost is only one part of the total investment. Allow for design and consultant fees, approvals, demolition where required, site works, service connections, landscaping, driveways, external works and a contingency for conditions that cannot be fully confirmed until work starts. The right allowance depends on the site and scope, but treating contingency as optional can create unnecessary pressure later.

Design a home that can be built well

Concept plans turn your brief into a workable layout, but they are not yet a complete construction solution. Detailed documentation is where dimensions, materials, structural requirements, energy performance and construction methods are resolved. The more complete the documentation before pricing and construction, the easier it is to compare costs and avoid assumptions.

For a new home in NSW, the design must respond to planning controls as well as the National Construction Code and relevant Australian Standards. Requirements can include setbacks, building height, floor space ratio, stormwater management, privacy, overshadowing, parking and landscaping. BASIX commitments are also a key consideration for many residential projects, influencing water, thermal comfort and energy choices.

Good design is not simply about visual appeal. It must account for how trades will access the site, where services will run, how water will drain away from the home and how materials will perform in local conditions. A striking feature that is difficult to detail or maintain may not be the right choice for every project. Practical decisions made at this stage often save time and variation costs during construction.

Approvals in the new build process

The approval pathway depends on the property, design and local planning controls. Some projects may qualify for a Complying Development Certificate, while others require a Development Application through the relevant council. Sites with heritage, environmental, bushfire or flood constraints can involve additional reports and longer assessment timeframes.

Once planning approval is in place where required, construction documentation and certification must be addressed before building work begins. Your building team should coordinate the information needed by the certifier, including architectural plans, engineering, BASIX documentation and other specialist reports relevant to the site.

Approvals are not an administrative detail to leave until late in the process. Changes after submission can affect the programme and add consultant or application costs. Equally, rushing into approval with incomplete plans may create problems when builders price the work or when details need to be resolved on site. A measured approach is usually the most cost-effective one.

Obtain a clear scope, price and contract

A reliable quotation should make it clear what is included, what is excluded and what has been allowed for. This is particularly important with finishes such as tiles, tapware, appliances, joinery, lighting and landscaping, where product selections can vary widely in price. If an item is a provisional sum or prime cost allowance, understand the amount allowed and what happens if the final selection costs more or less.

Do not assess a quote on the total alone. Compare the scope of works, drawings, specifications, site allowances, inclusions and exclusions. A lower figure may not include the same level of demolition, excavation, waterproofing, electrical work or external completion as another proposal. Transparent pricing gives you a meaningful basis for making decisions.

Before signing, make sure the residential building contract reflects the agreed scope, payment schedule, programme expectations, variation process and responsibilities of each party. In NSW, contract and licensing requirements apply to residential building work. Ask questions until you understand how changes, delays, unforeseen site conditions and product lead times will be managed.

Prepare the site before construction starts

Pre-construction planning turns approved documents into an organised build. This may include finalising selections, ordering long-lead items, arranging site access, confirming service locations, setting up insurance and preparing a construction programme. It is also the point at which neighbours may need practical notice about access, working hours and potential disruption.

For a knockdown and rebuild, demolition must be planned around service disconnections, site safety and waste removal. For vacant land, early works may involve clearing, temporary fencing, surveying, excavation and establishing erosion and sediment controls. These activities can reveal rock, unsuitable soil, undocumented services or drainage issues, which is why reasonable site allowances and clear communication matter.

A single point of project management helps keep this stage controlled. Rather than homeowners coordinating designers, certifiers, engineers and multiple trades independently, an end-to-end builder can manage the sequence and flag decisions before they affect the programme.

Construction stages and quality checks

While every project differs, the physical build generally moves from site works and foundations to framing, roofing, external cladding or brickwork, windows, services, linings, waterproofing, internal finishes and external works. Some activities overlap, but they must happen in the correct order. For example, plumbing and electrical rough-ins need to be coordinated before walls are closed, and waterproofing should be completed and inspected before tiling begins.

Regular site supervision is essential. It supports workmanship, safety, programme coordination and compliance with approved plans. Homeowners should expect clear updates at meaningful milestones, particularly where selections, variations or access decisions are required. Communication is most useful when it is specific: what has been completed, what is next, what decision is needed and whether there is any impact on cost or timing.

Independent or statutory inspections occur at required stages through the certification process. Builder-led quality checks should sit alongside these inspections, not replace them. Attention to set-out, structural connections, waterproofing details, falls to drainage, flashings, joinery installation and finish quality is what separates a home that merely looks complete from one built for long-term performance.

Changes can still arise during construction, but they should be documented before the altered work proceeds. A written variation should explain the change, cost and likely programme effect. This protects both the homeowner and builder from misunderstandings, especially when a change affects several trades.

Handover, defects and life after completion

As construction nears completion, the focus shifts to testing, cleaning, certification, defects and handover documents. Walk through the home carefully with your builder and raise any incomplete or defective items in a clear list. Minor touch-ups are common at this point, but they should be tracked and resolved rather than dismissed.

At handover, you should receive the relevant certificates, warranties, manuals and information needed to operate and maintain the home. Take time to understand appliances, ventilation systems, hot water equipment, electrical controls and any specialised finishes. Keep these records in a safe place, along with approved plans and details of paint colours, tiles and fixtures for future maintenance.

A new home will also settle through its first seasons. Small movement-related cracks or adjustments can occur as materials respond to temperature and moisture changes. Address concerns promptly through the agreed aftercare process, and maintain the property in line with product warranties and manufacturer guidance.

The best new build outcome starts well before the first concrete truck arrives. Choose a team that can explain the process in plain terms, provide a detailed scope and stay accountable through approvals, construction and handover. That level of planning gives your new home the strongest possible foundation.
